# A maternity member app that met a state Medicaid contract go-live deadline

Smart Data built a mobile member application for expectant mothers covered by one of the largest Medicaid managed care organizations in the United States. OB-GYN selection, 24-hour nurse advice line access, pregnancy risk tracking, milestone tracking and provider search. Built to a state Medicaid contract go-live deadline.

Engagement

Custom Development

State Medicaid contracts come with go-live deadlines and feature obligations that do not slip. When the client took on a contract that required member-facing maternity support, the build had to ship on a fixed date with a defined feature set covering everything from finding an obstetrician to talking with a nurse at 2 a.m. about a pregnancy concern.

Smart Data built a mobile member application that consolidated maternity-specific member services into a single experience. Expectant mothers can search for an OB-GYN, reach the 24-hour nurse advice line, track pregnancy risk indicators, view milestone reminders across the pregnancy timeline, and use the broader Find-A-Doc search inside the same app.

The build was anchored to a state Medicaid contract go-live deadline, which meant the engagement ran with fixed-scope, fixed-date discipline from the first sprint.

## The challenge

The work had three constraints that shaped every architectural decision.

- Mobile-first audience. The target user base, expectant mothers on Medicaid, accesses healthcare services primarily through mobile devices. A responsive web experience would not have met the engagement model the state contract required. The application had to feel like a member-services app, not a portal accessed on a phone.
- State Medicaid contract compliance. The contract defined specific features the client had committed to delivering. Scope creep and date slips were not options. The team had to ship every required capability, validate it against contract language and have it in production by the go-live date.
- Coordinated nurse advice integration. The 24-hour nurse advice line is a real clinical service with real call routing. Surfacing it inside a maternity app meant integration with operational systems already running production member services, not building a parallel channel.

Underneath all three: the population using this app is high-stakes. Pregnancy risk tracking and a 24-hour nurse line are member-safety features, not engagement features. The app had to be reliable enough that a mother calling the nurse line at 2 a.m. could reach the right service on the first try.

## The solution

Model: Smart Data partnered with the client’s product and clinical operations teams to deliver against the state contract feature list and the go-live date.

### Key features delivered

- OB-GYN selection. Members search for and select an in-network obstetrician inside the app, with provider directory integration into the broader member systems.
- 24-hour nurse advice line access. Direct in-app routing to the live nurse advice service, integrated with the existing call-routing and triage infrastructure.
- Pregnancy risk tracker. Self-report and member-services-supported risk indicators surfaced in a single view for the member and tracked over the pregnancy timeline.
- Milestone tracking. Pregnancy timeline with educational content and member-action prompts tied to each milestone.
- Find-A-Doc search. Provider search across the broader plan network, not just maternity, reused inside the maternity app context.

Process discipline: State contract go-live work runs different from open-ended product engagements. Two-week agile sprints framed against contract feature acceptance, with sign-off discipline on each delivered feature. The build shipped to the contracted date.

Integration: REST services into the existing member systems, and SSO into the client’s member identity infrastructure.

## The results

The application shipped to the state Medicaid contract go-live date with the full required feature set.

### Operational outcomes

Met state Medicaid contract go-live date with required feature set delivered

In-app access to the 24-hour nurse advice line for expectant mothers

Member-facing maternity support consolidated into a single mobile experience

The deeper pattern: Medicaid member-facing applications are a category where engineering depth and delivery discipline matter more than UX flourish. The members using this app are not optional users; they are state-contracted beneficiaries whose access to maternity support runs through whatever the plan ships. The standard for this category is reliability and contract compliance, not novelty.
